The report, Children's Views on Standards, gathers together the views of211 looked-after children about how services for them could beimproved.
As well as greater choice about placements, children wanted to be ableto leave placements they disliked and to have access to independentadvocates who represent them.
They also said they wanted a ban on discrimination against children incare, more feedback on how their views affected decisions, and to beallowed to stay in care until they felt ready to move on.
Roger Morgan, the commission's children's rights director and thereport's author, said: "With the review of the national minimumstandards and the looked-after children green paper on the way thisseems like the right time to put these messages out there."
