In a consultation response to the Care Matters green paper Roger Morgan,the children's rights director for England, was told by young peoplethat a decision to take a child into care should be for the child's bestinterests and not to meet statistics. Morgan, who consulted more than150 children for his report, said the Government's proposal to havefewer children in care was the one that made the respondents mostangry.
"Children said you mustn't have targets to have fewer children in care,you must make the right decision for each child," explained Morgan. "Ifyou have targets then you may take more of a risk with cases. Thesechildren are saying you must make the right decision for theindividual."
