Judges dismissed a mother and father's appeals against a decision by a lower court that their children's placement did not breach the 1976 Adoption Act.
Care orders were made against four children, who were not named for legal reasons. Later orders were made freeing them for adoption.
The authority wanted to place them abroad because the parents had tried to abduct them.
A judge told the council he could not let it place the children abroad because they were no longer in care. But the council believed the placement could go ahead due to the freeing order and placed two of the children for adoption abroad.
