SOCIAL CARE NEWS: Adoption - Rules to tighten up overseas adoption

Measures to tighten regulations covering the adoption of children from abroad have been announced in a bid to avoid many of the failings that led to the Victoria Climbie tragedy.

Guidance from the Department for Education and Skills will set criteria that must be met for adoption orders made outside the British Isles.

It will place specific duties on local authorities to monitor the placement of children brought from abroad. Authorities will have to carry out a review into a placement if an application to adopt has not been made to a court within two years.

Anyone preparing an adoption report for a council will need at least three years' post-qualifying experience or be supervised by someone who does.
