The network's Allegations in Foster Care report, published last week'says more than half of foster carers with more than 10 years' experiencehave had allegations made against them. It also says that in one out ofevery three cases children were taken out of the placement.
Robert Tapsfield, chief executive of the network, said: "While it iscrucial that all allegations are fully investigated, experience showsthat the majority are unsubstantiated. Unfortunately, the current systemof managing investigations is inconsistent and far too slow."
The report says foster carers should receive a reduced allowance while"suspended" during an investigation and urges the Government to imposestrict timescales for investigations. The findings in the report arebased on a poll of 1,002 foster carers from across the UK.
