The letter to Beverley Hughes says foster carers must continue toreceive their fee, plus half of any allowance for any foster childremoved while an allegation is investigated. And it says foster carerswhose approval is terminated should have access to an independentappeal. Both changes are in line with how other professionals aretreated when allegations are made.
The network's chief executive Robert Tapsfield said the current systemhad "a very negative impact on the recruitment and retention of fostercarers".
