Children's rights director Roger Morgan last week revealed that cases ofcouncils trying to remove looked-after children from out-of-authorityplacements form the bulk of his caseload.
He told Children Now that while it was "healthy" that authorities werereversing decisions after reviews following his intervention, he isconcerned that many children in such situations were not getting intouch.
Morgan added: "The number of complaints show there is stillmisunderstanding about the performance indicators on out-of-authorityplacements. The indicators are about not making these placements in thefirst place, not withdrawing children from successful placements."
