Its ratification came as the Audit Commission highlighted difficulties in moving towards multi-agency working as a factor in a disappointing report for its social services department.
Tensions associated with the recently formed children and young people's unit contributed towards a conclusion that Wrexham's social services department had uncertain prospects for improvement. Overall, the department was "serving some people well".
The report said the authority had made significant progress in delivering services to children and families. Timescales for completing initial and core assessments were said to be improving.
But the number of children being looked after continued to rise, with fewer preventative support options for older children.
