The Commission for Social Care Inspection (CSCI) said it expected thedepartment would leave the final stage of the complaints process withlocal authorities rather than transferring it to the organisation.
The CSCI had been expecting to receive responsibility for the finalstage of the complaints procedure for children's social services aspromised in the Health and Social Care Act 2003.
Steve Carney, CSCI's head of complaints and service improvement, said:"Review by the CSCI would have offered the opportunity for a bodyindependent of the local authority to review the investigation they havealready carried out. But we won't be able to that now."
The DfES is expected to publish a technical note on the issue in thenext few weeks.
