Currently Dr Roger Morgan, children's rights director at the Commissionfor Social Care Inspection (CSCI), has a legal duty to find out whatchildren supported by social services think. But a Governmentconsultation paper released last week proposes transferring hisfunctions to the children's commissioner.
"This would be an absolutely devastating blow for looked-afterchildren," said Carolyne Willow, national co-ordinator at the Children'sRights Alliance for England.
"The children's rights director has proved himself to be independent,committed to children's rights and welfare, accessible to children andhe's produced lots of powerful reports," she added. "And the roleemerged after the horrific abuse of children and young people in careover decades. To abolish his post would be a real step backwards."
