Delegates at its conference in Torquay voted to make the change in principle, subject to a final vote in the autumn.
Association president Andrew Cozens said the move was being taken in tandem with the Association of Chief Education Officers, which children's directors would also be able to join.
At the conference, children's minister Margaret Hodge reassured social services directors that her department would continue to give practical support as directors implement the green paper.
An ADSS survey recently revealed that most social services directors would be unhappy working under a chief education officer if they were appointed director of children's services.
