CHILDREN'S BILL: Government expected to relax demand for children's directors

The Government is considering relaxing plans for new children's directors who would be responsible for education and children's social services, following concerns that the existing proposal was too prescriptive.

Last year's green paper, Every Child Matters, said the Department for Education and Skills wanted all councils to appoint a director of children's services who would take over the responsibilities of the chief education officer and the director of social services.

But senior figures in the sector now expect that the department's bill, due next month, will allow greater local flexibility, giving councils the freedom to keep education and social services directors under an overarching children's director.

There had been concerns that councils that had already merged education and children's services - but not in the way outlined in the green paper - would have to start from square one.
