A spokeswoman confirmed that the Sexual Orientation (Provision of Goodsand Services) Regulations will be published in October. These willprohibit discrimination on the grounds of sexual orientation. ButCatholic bishops are lobbying for catholic adoption agencies to beexcluded, saying it would be unfair to penalise them for refusing toplace children with gay couples.
However, a spokesman for gay rights group Stonewall said: "If theGovernment does consider such an exemption it might look as if RuthKelly has intervened. What's in the interest of children should alwayscome first."
