The council of the year award goes to the local authority that had madethe most progress in making its services child-centred. David Lund, director of children's services at Blackpool, said the award was a "hugehelp" in endorsing the council's work on children and young people andhad already been raised at a meeting of elected members.

"We've had a positive joint area review but this is a more objectivejudgment on how we've done and holds more credibility because it'sdecided by young people."
