Richard, 18, won the award in recognition of his contribution to the local Youth Bank scheme, which encourages young people to create their own financially sustainable projects.
He said: "As a young teenager, I enjoyed meeting my friends at youth clubs. Now I can help to ensure that other young people have things to do as well."
The not-for-profit housing association received more than 150 nominations from residents in the South East who recommended neighbours for awards.
