Frances Crook, the director of the Howard League, said community sentences would be particularly beneficial for young adults: "If they were given good quality community sentences it would significantly reduce their chances of reoffending and the number of victims."
In a report, the Howard League says the probation service should be restructured to focus on community sentences and renamed the Resolution Service. A champion should be appointed as the public face of community sentences.
