The Young People in Custody 2004-2006 survey shows that 35 per cent of young men had trouble accessing phones, compared to 26 per cent when the survey was last carried out two years ago.
Other problems reported in the study, which is based on interviews with 2,500 15- to 18-year-olds held in prison, include high levels of the use of restraint in some establishments, and a lack of access to outdoor exercise.
HM Inspectorate of Prisons and the Youth Justice Board produced the report, which is based on inspection reports from the last two years.
Anne Owers, the chief inspector of prisons, said: This survey does record improvements, particularly in relation to safety, though it also shows the difficulty of ensuring this for all young people in large, crowded units.
