Chief executive Frances Crook wrote to John Reid on 23 May and said that young people's experiences as victims are key in dealing effectively with the problem.
In the letter, Crook says projects to educate young people on the danger of knife crime should go "hand in hand" with listening to them talk about their experiences and would show how to resolve conflicts peacefully.
She also says restorative justice techniques could be used to reduce the risk of knife crime occurring.
