The parliament hopes to secure funding for three years from the Scottish Executive to pay for the travel and support costs for members.
The money would also help to standardise the parliament's election process across Scotland, since it currently varies between local authorities. The cash will also be spent on preparing for a national online election in 2007, which will target an estimated 150,000 young people across Scotland.
Paul Kane, chair of the parliament, said: "We're trying to push for the realisation that different people need different types of support and that those needs have to be funded."
The parliament's only source of income is a 130,000 a year grant from the executive, which pays for three staff and the cost of hosting four annual meetings.
