Scotland: Parliament votes for antisocial bill

Members voted 103 to 11 in favour of the antisocial behaviour etc. (Scotland) bill, which gives police and local authorities various powers that target young people.

These include antisocial behaviour orders for 12- to 15-year-olds; tagging for young offenders; powers to disperse groups of young people; and the ability to place a curfew on young people in a particular area.

Jennifer Turpie, director of policy at Children in Scotland, said: "We feel the tone of the bill is very punitive towards young people and is perhaps not the best means of addressing what is, admittedly, a problem."

Turpie said the only good news was amendments requiring courts to refer young people to a children's hearing before issuing antisocial behaviour or parenting orders.
