The need for the act is highlighted in Youth Work in Scotland: An Agenda for Action, a document produced by YouthLink Scotland to inform the consultation on the Scottish Executive's forthcoming youth work strategy.
The document, produced by the organisation's policy forum, describes local authority and voluntary youth work services as "patchy and inconsistent".
It says: "In effect, youth work services are a postcode lottery."
The call for action was informed by study visits abroad undertaken by YouthLink Scotland members and Scottish Executive staff, who found evidence that youth work acts in Finland, the Netherlands and the Republic of Ireland had created a stable base for the sector.
