Scotland: Offending indicator to be replaced

The Scottish Executive last week announced a set of measures to give a more "rounded and reliable" picture of youth offending and replace the existing indicator on persistent offenders.

The details of the new measures are yet to be decided but ministers saythey will focus on reducing the volume, frequency and seriousness ofoffending and increasing communities' confidence in action beingtaken.

They will also look at the distinction between minor and seriousoffences and detail the types of crime children have been involvedwith.

Minister for community safety Fergus Ewing said: "The new approach willbe about using information to help local teams address and identifyyoung people who need help and support."

Pat Watters, president of the Convention of Scottish Local Authorities'said: "We have long argued about the need to consider the differentnature of offences."
