Almost 68.5m of this funding will be spent on youth justice and children's hearings, up from 65m. Nearly 13.5m a year will be earmarked for youth work and looked-after children.
A Youthlink Scotland spokesman said it would be monitoring the budget.
"It's always positive that money is increasing, but the issue is how much of this money will really reach frontline services," said the spokesman.
The executive will be consulting on the draft budget and releasing detailed plans over the next few weeks. A budget bill to enact the spending plans will be introduced in the Scottish Parliament in January, following a debate in December.
