Culture minister Patricia Ferguson said last week that local authorities must develop minimum "cultural entitlements".
The entitlements will be underpinned by legislation in a draft culture bill. In the meantime, the Scottish Executive will fund a number of pilot projects.
The pilots will draw inspiration from initiatives such as the cultural pledge for young people, being developed by The Highland Council to tie in with Scotland's Year of Highland Culture next year.
The 1.5m Highland initiative will offer a set of guarantees to young people, including participation in a performance and a heritage project and the chance to try a new sport. It will enable them to choose from a menu including recording radio programmes, attending performances or "new generation" sports.
