Although councils and youth organisations will have to wait several weeks for a breakdown of the 85bn budget, Scotland's finance minister, Andy Kerr, highlighted foster carers of teenagers as one of the groups to benefit when he outlined the executive's budget last week.
A system of increased allowances for foster carers in Scotland will be announced in November, as part of a drive to boost their numbers. Special incentives will be made available to carers of teenagers.
The announcement has been cautiously welcomed by the Fostering Network, which has been pressing for national systems of minimum fostering allowances throughout the UK.
