Culture minister Patricia Ferguson unveiled a draft version ofScotland's first culture Bill on 14 December. The Bill paves the way forlocal authorities to deliver "cultural entitlements" to children andyoung people. It follows the executive's pledge to introduce culturalentitlements for every young person in Scotland in January 2006.Children in Scotland's upcoming publication, Arts for All? Developingcultural entitlements for young children in rural Scotland, will look atwhat this means for children in a rural context, including youngchildren with additional support needs. Launching next month, thepublication will be a valuable resource for all those involved inplanning, working and supporting staff and development.
