Scotland: Executive to invest in early years staff

The Scottish Executive has set out its vision for the early years workforce. It has promised graduate leaders for childcare settings and an extra 5m for the private and voluntary sectors.

Last week, the executive published a long-awaited review of the earlyyears and childcare workforce. It also published proposals designed toaddress some of the issues raised.

Education minister Peter Peacock said his ambition was for all childcarecentres to be led by graduate-level professionals by 2011. He announceda new framework for qualifications and training to be completed bySeptember 2007.

He said there would be an extra 5m for local authorities toinvest in pre-school education provided by private- and voluntary-sectorproviders.

The review was launched in 2004 and was led by a steering group thatincluding key representative from the sector.

It highlights the importance of high-level qualifications formanagers.

It calls for a more flexible qualifications structure, better careerroutes and better overall planning to improve the workforce.
