Scottish Executive education officer Catrina Steenberg joined representatives from YouthLink Scotland and the British Council on a visit to the German state, meeting members of the Bavarian Youth Council.
The visit formed part of a co-operation agreement signed by Scotland and Bavaria to share information and expertise.
It was the last of four "study visits" to EU member states following trips to Finland, Ireland and the Netherlands.
Patrick McMenamin, YouthLink's head of youth intelligence and international affairs, said: "The Bavarian Youth Council is very keen to find out more about youth work in the UK."
