Kathleen Marshall has asked for 1.3m next year, including 583,000 for staff costs, 100,000 for research, 118,000 for participation and 157,000 for publicity and promotion.
But in a report to the finance committee last week, the parliament's presiding officer George Reid said the commissioner's spending plans were "overambitious" in the eyes of the Scottish Parliamentary Corporate Body.
The body has called on spending watchdog Audit Scotland to investigate Marshall's costs and those of Scotland's other ombudsmen, examining the feasibility of them sharing offices.
Marshall, who earns 74,500 a year, has defended her budget, arguing that the 157,000 publicity spend was needed to fulfil her legal duty to make herself known to young people.
