It seems clear that the Secretary of State for Education will not allow himself or the Department for Education (DfE) to be diverted by a failure of schools volunteering to become academies. If there is not the desired rush to the goal of freedom, then he will incentivise it and, if that does not work, legislate to secure the intended outcome.
Michael Gove has already demonstrated how much extra revenue funding can be expected by jumping the local authority ship. The Building Schools for the Future announcement is also breathtaking in its directness. While most projects have been stopped in their tracks, academies are identified for further consideration. The message is clear: become an academy and get a new building and better revenue funding.
