Local authorities should issue more warning notices to schools, says director general for schools

Local authorities should be using the power to issue warning notices to underperforming schools more vigorously, the director general for schools at the Department for Education has claimed.

Speaking at the annual National Children and Adult Services conference, Jon Coles gave delegates a hint of how the forthcoming schools white paper is likely to outline the role of councils in education.

"Local authorities need to be catalysts for change," he explained. "My objection in relation to local authorities’ use of powers where a school is underperforming or failing has never been that they over-use their powers to issue formal warning notices. Not at all. I think it’s the opposite.

"Where there is clear evidence of underperformance, I would want to see more vigorous use of the powers that local authorities have to challenge failure and create improvement rapidly."
