The scheme, run by a group of organisations including London Active Communities, Positive Futures and the Football Foundation, will focus on football, street dancing and boxing.
It is hoped around 300 girls will take part in the programme, which has received around £125,000 of funding from the organisations involved and will run for 18 months.
Organisers are also recruiting leading sportswomen to take part in promotional activity for the scheme. Those already signed up include Arsenal Ladies and England defender Mary Phillip.
As well as sporting activities, which will include training events and competitions, the project will have a strong research element.
Gary Stannett, chief executive of London Active Communities, said: "We found current research about women's involvement in sport was very generic and looked at issues such as career barriers. But there isn't a lot about the reasons why young women and girls do not take part and, in particular, those from black and ethnic minority groups and low-income communities."
