The network is the brainchild of Jan Blazak, senior youth worker (international) at Youthworcs, formerly Worcestershire Youth Service.
The European Commission-funded network will address issues such as housing and transport that apply to young people living in rural areas.
A conference hosted by Youthworcs in October will bring together 60 young people from around Europe.
"International work is not an easy option," said Blazak. "But when done properly, its power is awesome. It is no longer about staff and young people going on holidays."
Blazak has also been instrumental in setting up the International Resource Centre in Worcestershire. The centre will officially open on 21 February and offer reference material on international youth work. The developments are part of a three-year international strategy implemented by Youthworcs last autumn.
