Restraint review sparks fury over delays and lack of consultation

Campaigners have hit out at a second delay to the government's review into restraint and asked why it is "shrouded in secrecy".

Youth justice minister David Hanson revealed last week that the Ministry of Justice-ordered review into the use of restraint in custody would be delayed by a further six weeks, along with the government's response. The report was completed by its independent chairs in July after an 11-week delay and passed to ministers to write their response (CYP Now, 26 March-1 April).

Hanson said the wide range of issues in the report has required "detailed exploration", which is still in progress. The government will now publish the report and its response by 15 December.

The review was ordered by ministers last year, following the high-profile inquests into the deaths of 14-year-old Adam Rickwood and 15-year-old Gareth Myatt. Both boys died after being restrained in custody.
