Challenge to ruling on restraint usage

Campaign group Inquest has launched a judicial review test case to challenge the government's decision to extend the use of restraint in secure training centres (STCs).

The two-day hearing started yesterday (4 December) at the High Court on behalf of child "A.C."

The Ministry of Justice changed the law in July to allow the use of restraint on a child for "good order and discipline". Previously it had only been allowed to prevent escapes, assaults or damage to property.

The amendment was made in response to evidence that emerged during the inquests into the deaths of 14-year-old Adam Rickwood and 15-year-old Gareth Myatt, who both died in STCs.

Deborah Coles, co-director of Inquest, said the government had changed the law with no consideration as to whether it was in the best interests of children's welfare.
