The challenge

The Joint Area Review (JAR) is an annual assessment of services for children and young people, led by Ofsted. The review of Isle of Wight Council began in November 2005 and coincided with the council's corporate assessment, part of its Comprehensive Performance Assessment.

The council needed to demonstrate to the review that it was producing quality outcomes for children and young people.

The solution

To prepare for its assessment the council was invited to a conference by Ofsted and the Audit Commission to learn how the JAR process worked, in January 2006. The inspectorate for children then sent staff to the Isle of Wight.
