Youth Matters: Next Steps called on local authorities to assess the needs of young people and plan an integrated range of services to support them.

Last year, the commissioning team for Brighton and Hove Children and Young People's Trust embarked on a strategic review of Connexions and youth support services across the city in the run-up to the creation of a single integrated service from April this year. Emma Fincham, service improvement manager for the review, wanted to ensure young people played a role in determining how resources should be divided. But she wanted to find an innovative way of doing so.
