The Government believes young people who are busy are less likely to drift into trouble, cause a nuisance or commit crime. But it says that up to a quarter of young people do not take part in any form of positive activities. This is mostly because they are not interested in what is available. Do young people agree this is a problem? What activities should be available?
The proposed solution is to give young people control of things to do and places to go in their area. That means putting "buying power" directly in their hands. Discuss why this is better than agencies "second guessing" what they want.
