It is now illegal to hunt wild mammals with dogs in England and Wales.

Some hunt supporters have said they will defy the law, and show that it cannot be enforced. Do young people think this plan will work?

Many laws are effective only because most people agree to keep them most of the time. Laws can be surprisingly difficult to enforce if people are determined to break them. Discuss examples such as driving while using a mobile phone, or anti-litter laws. Even the prison system, which is the final sanction for serious lawbreakers, only really works with the consent of prisoners. If all prisoners in the country decided to hold a permanent riot, the system would fall apart.
