What will it fund? The Strengthening the Voluntary Sector programme 2006 is designed to support organisations to maintain or increase their independence from government. It aims to support "organisational development" activities that help voluntary organisations improve their structures, systems and skills and create "significant and lasting" improvements in effectiveness.

Basically, the foundation values the ability of the sector to be challenging, innovative and inspirational and sees these freedoms as under threat from developments that are creating an ever-closer relationship with government. So it wants to support groups in activities that build confidence through measures such as public relations skills or developing full-cost recovery systems, or that increase their legitimacy, such as more user involvement, improved evaluation and better governance.
