Gordon Brown also said unclaimed assets in banks - 5bn according to the Unclaimed Assets Register - would be invested in youth facilities.
In his pre-budget report, Brown promised an average of 500,000 for each local authority to set up a "young people's fund for activities and amenities run by the young". He added: "More can be done not only to support wider youth services, but to put decisions about programmes for young people in the hands of young people themselves."
John Bateman, chief executive of UK Youth, said any investment in youth services would be welcomed, but asked: "Is it going to be there for young people, or for providers and young people to work together on? One would hope it is the latter."
