Susie Roberts, chief executive of the Association of Principal Youth and Community Officers, said the way money is distributed means centres often do not have the resources to open as much as young people would like.
"Capital investment is going to have a limited ability to meet the needs of young people unless there is revenue investment attached," she said.
Tom Wylie, chief executive of The National Youth Agency, said he is in favour of money from unclaimed assets going on youth provision, but added: "It is also about people. Investment needs to be matched with an upskilling of the workforce."
