The first part of the clause specifically states that young people should have "sufficient educational leisure-time activities for improvement of their wellbeing, and sufficient facilities for them". It also adds that this must include "sufficient facilities for educational leisure-time activities which are for the improvement of the personal and social development of qualifying young persons in the authority's area".
While this might all sound very dry, Tom Wylie, chief executive of The National Youth Agency, applauds the clause as "a great step forward" and says the "field should seize it". But adds that it isn't "quite as many steps as we would have wished".
