Sector gears up to help redefine councils' duty on youth activities

The government's decision to issue local authorities with revised guidance on the duty to secure sufficient activities for young people, revealed in its Positive for Youth policy statement, has been broadly welcomed.

Given the steep cuts suffered by young people's services across the country, a revised document offers hope that the case for investment in services will be revitalised.

The current guidance, which was issued in the wake of the 2006 Education and Inspections Act, runs to 40 pages. It is widely considered ineffectual - too long, too broad in its scope and too vague in its requirements.

The exact content of its replacement will remain unclear for the time being.

But a number of key questions will have to be resolved in order for the final product to have clout, including how it should be enforced, if at all.
