The Education and Inspections Act 2006 places a duty on local authorities to ensure young people have access to leisure activities.

Whatever happened to Youth Matters? Section six of the Education andInspections Act 2006 amends section 507B of the Education Act 1996,placing a duty on local authorities to secure young people's access tosufficient educational and recreational leisure-time activities, whichare for the improvement of the child's wellbeing. It came into forcethis month.

Meaning? Local authorities are now required by law to make sure youngpeople between the ages of 13 and 19 have the opportunity to take partin positive activities. Educational activities can include homeworkclubs, out-of-school coaching, outdoor activities or volunteering.Recreational activities can include sports, music and drama. The draftguidance recognises that activities may also be of interest to youngerchildren outside this age group, and specifies that access must alsoencompass young adults with learning difficulties and care leavers.
