The Government has indicated what it wants the country's youth services to do and the level of resources that it thinks is necessary for the task.
If implemented, this will give a significant financial boost to services, most of which have been under-funded for the past 20 years.
Youth work has been accused of being patchy, which is hardly surprising given the patchiness of the funding. There is great hope among Unison's youth and community work members that this will all change during the next couple of years.
Early signals from union members are that they welcome this move to provide young people with the kind of service they deserve. But there is also some confusion about the new youth service.
