The changes being proposed will have a significant impact on the youth work sector. VRQs in other subjects are usually delivered in a college-based environment and are the underpinning knowledge component of an NVQ.
The VRQs in youth work have been developed as something of a hybrid, including work-based assessment as an important component of the existing qualification. It is being proposed that the new VRQs will be a technical certificate, including performance criteria, which can all be evidenced by simulation. In short, to gain this VRQ a candidate might never have made contact with a young person or been in a youth club.
