But while the preventative approach is firmly embraced within the new Children Act 2004 and the Change for Children framework, it will take a bold approach, backed up by clear strategic intervention and investment to move the children's services landscape from the current emphasis on intervention at the point of crisis towards a new preventative approach of integrated services through Sure Start children's centres and extended schools.
The role of children's trusts in achieving this change of approach will be crucial.
Hopes are high for children's trusts as the new bodies that will plan, commission and deliver services, putting the ambitions of the reform agenda into practice for children, young people and their parents.
