The wave of investment in community support for children and young people over recent years has been hugely welcomed but it is also long overdue. New investments have led to real developments - the transformation of out-of-school learning through study support, which is now in 98 per cent of schools, the dramatic growth of childcare, preventative support for activities through the Positive Activities for Young People programme and the Children's Fund and soon a programme to support play opportunities and the New Opportunities Fund's Young People's Fund.
All of the above are aimed at school-age children out of school, all offering opportunities for children to learn and develop, all aiming to provide support for vulnerable children and all with their own funding regimes, timescales, outcomes, policy rationale and lead Government unit and local authority section. When it comes to moving to a joined-up integrated policy and delivery framework, creating one fund to offer strategic support to school-age children out of school has to be an absolute priority.
