Families are rightly referred to social services when there is concern about a child's safety. But where those concerns turn out to have been unfounded it can involve families in unnecessary anguish

A senior duty and assessment practitioner recalls a case thathighlighted the difficult judgments involved in a decision to refer acase for further investigation

An infant under a year old was taken to hospital with vomiting and abump to the head. On examination the child was found to have a fracturedskull. The parents were unable to offer any explanation as to how itoccurred.

Because of this, a referral was made to the council's social care andhealth department. No other concerns had been expressed about the careof the child. Interaction between parents and child had beenpositive.

The consultant stated that this was not an unusual injury in a child ofthis age, but, as most parents would be able to offer an explanation, itwas necessary to refer the family to our department.
